CYberlaNdslagets Engagement in the European cybersecuRitY challenge

Nasjonalt "landslag" i hacking: Strategisk kompetanse for digital sikkerhet I en stadig mer digitalisert verden er cybersikkerhet en avgjørende del av nasjonal beredskap og suverenitet. Nasjoner utvikler i økende grad egne «landslag i hacking» – ekspertmiljøer som kombinerer teknologisk spisskompetanse med strategisk forståelse. Disse miljøene opererer i skjæringspunktet mellom forsvar, etterretning, forskning og innovasjon. I Norge er det et voksende behov for å styrke slike kapasiteter, både for å møte digitale trusler og for å sikre fremtidig teknologisk autonomi. Dette krever langsiktige investeringer i forskning og utdanning. Et tett samarbeid mellom akademia, næringsliv og offentlig sektor er avgjørende. Internasjonalt ser vi at stormakter bygger opp omfattende cyberkapasiteter med støtte fra statlige aktører og forskningsinstitusjoner. For Norge er det derfor avgjørende å utvikle egne kompetansemiljøer som både kan bidra til nasjonal sikkerhet og hevde seg internasjonalt. Et slikt nasjonalt "landslag" i hacking er mer enn et forsvarsinitiativ – det er et strategisk kunnskapsprosjekt. Det bidrar til å bygge motstandsdyktighet, fremme teknologisk innovasjon og sikre trygg digital infrastruktur i alle samfunnssektorer.

The project is addressing the call for: • Establish or strengthen cooperation between businesses and organisations, preferably across sectors. • Contribute to raising competence, capacity and competitiveness in cyber security in a measurable way. The project will bring together industry, academia, and other national stakeholders to select Norway's national team. The selection of Norway's best cybersecurity talent follows a structured qualification process. Individuals within the eligible age group participate in an online qualification round, after which the top performers are invited to a physical competition. From this event, the national cybersecurity team for Norway is selected. The selected team then undergoes multiple rounds of further qualification and intensive training to prepare for the European Cyber Security Challenge. NTNU, along with its partners, has extensive experience in organizing and managing these activities, ensuring that Norway's best talent is represented on the global stage. The project aims to deliver the follwing thing: 1. Two qualification rounds that will be conducted for the selection of national team: one online and one physical. In each qualification round, at least 25 challenges of varying difficulty levels (hard, medium, and easy) will be developed and managed by the project team for use in the competition. 2. After the national team is selected, the project team will organize two boot camps to train the team. These boot camps will focus on team-building activities and enhancing the team skill sets by involving industry experts in the training sessions. The experts will conduct workshops to equip the team with the necessary skills required for the competition. 3. Finally, the project aims to deliver the digital infrastructure required for organizing such competitions and to conduct a public campaign to attract as many individuals as possible to the field of cybersecurity.
